Representations

The Kamra tal-Periti has statutory representation on a number of Boards and agencies that have a prime role in the formation, control and promotion of the profession and Malta’s built environment. The Kamra’s representatives are listed below.

BICC

The BICC was set up on the 3rd November 1997 by Parliamentary Resolution 74 of the same year.   Its objectives are to provide a forum to discuss the problems and issues related to the building construction sector, and to advise the Government and the private sector on ways for upgrading and monitoring the building industry. 

BICC is also committed to stimulate research and to develop activities important to Malta’s economic and ecological features.

The BICC forum consists of 25 stakeholders within the sector.  There are members who are Regulators, Educational Institutions, Employers, Workers’ representatives through unions, Developers, Financial Institutions, and the Professionals. The Kamra tal-Periti is one of three professional chambers represented on the BICC.

Executive Board

The BICC Executive Board is responsible for the administration of the Council. It is set up as per Article 5 of the Statute and is composed by the Executive Chairman of BICC, a representative from the Lands Division, a representative from the BICC Council and each coordinator of the five working groups.​

Advisory Board

Working Groups

To function better the BICC has 5 Working Groups which are: Education, Training, Classification and Registration;  Property Market;  Regeneration of Property;  Research and Innovation; and Building Regulations and EU Directives; each working group has its own coordinator.  Furthermore, there are also a number of ad-hoc committees such as the Eurocode Technical Team, The Skill-Card team; and the Comfort in the home team.

Building Regulations & EU Directives

This working group oversees the revision and implementation of building regulations in Malta, as well as monitors the introduction of EU Directives affecting the building industry and consults accordingly. KTP’s representatives on this working group are Perit André Pizzuto and Perit Gaston Camilleri.

Regeneration of Property

The purpose of this working group is to analyse how vacant properties can be upgraded to stimulate demand.  It also forwards proposals to Government on incentive schemes to encourage owners to refurbish their old properties. KTP’s representatives on this working group are Perit Amber Wismayer and Perit Eve Degiorgio.

​Property Market

This working group is currently working on the creation of a Property Price Index. KTP’s representatives on this working group are Perit Simone Vella Lenicker and Perit Lara Brincat.

Research & Innovation

This working group promotes research and innovative materials suitable for the local market. KTP’s representatives on this working group are Perit Konrad Xuereb and Perit William Bondin.

Education & Training

This working group is composed of educational institutions, professions, workers’ representatives and employers with the objective of creating courses for those involved in the sector and the general public. It is currently working on the introduction of the Skill-Cards.​ KTP’s representatives on this working group are Perit René Cutajar and Perit David Pace.

Building Regulation Board

General Services’ Board

The General Services Board is appointed by the Minister on a yearly basis and is set up in terms of Article 44 Section 10 of the Department of Health Constitution Ordinance (Cap 94). Its function is to determine public health issues referred to it in terms of the Code of Police Laws Chapter 10.

Perit John Papagiorcopulo currently represents the KTP on the GSB.

Lifts Technical Committee

The Lifts Technical Committee within the MCCAA shall be responsible of advising and/or proposing to the Director General of the Technical Regulations Division on the following matters:

  1. Raising and facilitating difficulties encountered within the Lifts Industry;
  2. Advising the Director General on Regulatory and Enforcement aspects of Lifts;
  3. Proposing changes to national legislation dealing with Lifts, when solutions cannot be found while operating within the present regulatory framework.
  4. Assisting the Technical Regulations Division in collecting the relevant  information required to address specific problems associated with Lifts.

PA Users’ Committee

The KTP is represented on the Planning Authority Users’ Committee by Perit Simone Vella Lenicker

Standards & Metrology Institute

The KTP’s representative at the Standards & Metrology Institute‘s technical committee is Perit Nicky Samut-Tagliaferro

Warranting Board


As established in Art 6.1 (c), there shall be 2 members appointed by the Kamra on the Bord tal Warrant tal-Periti, from a total of six plus Chairman.
