BCA procedural guidelines
The Council of the Kamra tal-Periti (KTP) and the senior management of the Building and Construction Authority (BCA) have reached an agreement on the need to codify the Authority’s internal permitting procedures. This will ensure stakeholders have a reference document outlining the correct processes to follow in any given circumstance, while also guaranteeing consistency among BCA officials when processing permitting requests.

The codification process will result in the publication of procedural guidelines, similar to PA Circulars, but consolidated into a single document. These guidelines will be a living document, with regular updates as discussions between the BCA, KTP, and the National Building Council (NBC) continue to refine existing processes – minimising unnecessary bureaucracy, duplication, and inconsistencies.
It has been agreed that the first edition will prioritise procedures that periti identify as urgently requiring clarification or streamlining. To this end, periti are invited to submit suggestions and recommendations via email to buildingregs@kamratalperiti.org.
In-person meetings with BCA officials
Following discussions with KTP representatives, the BCA has announced that, starting Friday, 4th April 2025, periti may schedule in-person appointments at the BCA offices on Fridays between 9:00 AM and 12:00 PM.
To book a meeting, periti should send requests to building_permits@bca.org.mt. The BCA encourages using this service primarily for complex cases where phone consultations prove insufficient, ensuring efficient use of meeting time.
