Introduction
In early 2021, the Council approved the creation of a number of Permanent Committees to which it can delegate policy development and research. While working groups have a finite term expiring on the conclusion of their briefs, the Permanent Committees are thought as structures with a much longer duration with briefs and composition that can be updated over time to adapt to the ever changing external environment.
The Permanent Committees and their respective agendas are listed below.
- Assisting Council in developing the Kamra’s agenda and strategies on architecture.
- Drafting a National Architecture Policy
- Drafting of an Architecture Framework that encompasses the UN Sustainability Goals as a benchmark for quality architecture.
- Drafting policies for the implementation of the Davos Declaration which the Kamra is a signatory to.
- Identifying European and International agendas on architecture, particularly through ACE and UIA, and developing responses and strategies thereto for Council.
- Developing a strategy to address the process of “uglification”.
- Reviewing, testing, and implementing the initiative of the Design Review Panels and its integration within the development control systems.
- Assisting the Council in drawing up public information campaigns about architecture and related disciplines.
- Identifying sources of funding to develop policies, research, strategies, and campaigns.
- Identifying skills and knowledge gaps within the profession related to architecture and related disciplines, and proposing initiatives and educational programmes to Council to address these gaps.
- Organising seminars, conferences and workshops about architecture and related disciplines as part of the Committee’s functions.
- Assisting Council in reviewing public consultation documents, papers, policies or bills related to the practice of architecture in Malta.
- Any other matter the Council may wish to delegate to the Committee from time to time.
- Assisting Council in developing the Kamra’s agenda and strategies on civil engineering.
- Redefining the scope of the term “civil engineering”, to include a broader area of practice to ensure that the entire spectrum of civil engineering is given due attention and consideration, and is not neglected by the Kamra.
- Developing codes of practice for the various engineering disciplines.
- Identifying European and International agendas on civil engineering, particularly through ECCE and Engineers Europe, and developing responses and strategies thereto for Council.
- Identifying skills and knowledge gaps within the profession related to civil engineering, and proposing initiatives and educational programmes to Council to address these gaps.
- Assisting the Council in drawing up public information campaigns on the importance of civil engineering to our communities.
- Identifying sources of funding to develop policies, research, strategies, and campaigns.
- Organising seminars, conferences and workshops about civil engeering as part of the Committee’s functions.
- Assisting Council in reviewing public consultation documents, papers, policies or bills related to the practice of civil engineering in Malta.
- Any other matter the Council may wish to delegate to the Committee from time to time.
- Assisting Council in developing the Kamra’s agenda and strategies on planning and development control.
- Identifying European and International agendas on planning, and developing responses and strategies thereto for Council.
- Drawing up an articulated position document on the reform of the planning system.
- Reviewing development control processes and proposing reforms and updates as may be required.
- Assisting the Council in drawing up public information campaigns about its position documents.
- Identifying sources of funding to develop policies, research, strategies, and campaigns.
- Organising seminars, conferences and workshops about planning as part of the Committee’s functions.
- Assisting Council in reviewing public consultation documents, papers, policies or bills related to planning law, policy, or regulations in Malta.
- Any other matter the Council may wish to delegate to the Committee from time to time.
- Assisting Council in developing the Kamra’s agenda and strategies on property valuations, land registration, land and quantity surveying, project management, and property law.
- Identifying European and International agendas on property valuations, particularly through TEGoVA, and developing responses and strategies thereto for Council.
- Drawing up an articulated position document on the reform of the planning system.
- Reviewing development control processes and proposing reforms and updates as may be required.
- Assisting the Council in drawing up public information campaigns about its position documents.
- Identifying sources of funding to develop policies, research, strategies, and campaigns.
- Organising seminars, conferences and workshops about property valuations, land registration, land and quantity surveying, project management, and property law g as part of the Committee’s functions.
- Assisting Council in reviewing public consultation documents, papers, policies or bills related to property valuations, land registration, land and quantity surveying, project management, and property law in Malta.
- Any other matter the Council may wish to delegate to the Committee from time to time.
- Assisting Council in developing the Kamra’s agenda and strategies on built heritage.
- Identifying European and International agendas on built heritage, particularly through ICOMOS, and developing responses and strategies thereto for Council.

- Reviewing development control processes and proposing reforms and updates as may be required to

- Identifying European and International agendas on the environment, countryside, natural landscapes, biodiversity, agriculture, energy and water conservation, and the sea, and developing responses and strategies thereto for Council.
- Drawing up a climate change and sustainability manifesto for the Kamra.
- Assisting the Council in drawing up public information campaigns about its position documents.
- Identifying sources of funding to develop policies, research, strategies, and campaigns.
- Organising seminars, conferences and workshops about the environment as part of the Committee’s functions.
- Assisting Council in reviewing public consultation documents, papers, policies or bills related to the environment, including climate change, the countryside, natural landscapes, biodiversity, agriculture, energy and water conservation, and the sea in Malta.
- Any other matter the Council may wish to delegate to the Committee from time to time.
- Assisting Council in developing the Kamra’s agenda and strategies on technological development and innovation in the profession and the industry, including artificial intelligence, BIM, and automation, among others.
- Identifying European and International agendas on technological development and innovation in the profession and the industry, and developing responses and strategies thereto for Council.
- Drawing up a strategy for the Kamra to embrace and be prepared for technological development of the present and the future.
- Assisting the Council in drawing up public information campaigns about its position documents.
- Identifying sources of funding to develop policies, research, strategies, and campaigns.
- Organising seminars, conferences and workshops about technological development and innovation as part of the Committee’s functions.
- Any other matter the Council may wish to delegate to the Committee from time to time.
- Assisting Council in developing the Kamra’s agenda and strategies on developing business and practice management within the profession.
- Assisting Council on drawing up business practice guidance and client guidance, such as Plan of Work.
- Assisting Council on drawing up industry standard documentation, including Standard Service Agreements.
- Commissioning cyclical surveys of the profession and the industry to inform the Kamra in developing its policies and strategies.
- Assisting Council on developing an internationalisation strategy for the profession to develop the export market.
- Assisting Council on developing networking platforms for practice collaboration, joint ventures, and mergers.
- Identifying European and International agendas on business development, particularly through FIDIC, Chamber of Commerce, ACE, UIA, ECCE and other fora, and developing responses and strategies thereto for Council.
- Identifying skills and knowledge gaps within the profession related to business management and proposing initiatives and educational programmes to Council to address these gaps.
- Assisting the Council in drawing up public information campaigns on the importance of practices to our communities.
- Identifying sources of funding to develop policies, research, strategies, and campaigns.
- Organising seminars, conferences and workshops about research and strategic initiatives developed by the Committee,
- Assisting Council in reviewing public consultation documents, papers, policies or bills related to the business aspect of the profession in Malta.
- Any other matter the Council may wish to delegate to the Committee from time to time.
