The Periti Warranting Board Online Elections 2025 were brought to a close with the official promulgation by the election official, Notary Christian Meilak, that Perit Inginier Civili Joseph Bugeja was elected to the Periti Warranting Board on the third count of the vote, while Perit Arkitett Ann Marie Delicata was uncontested and will also also be occupying the second elected post on the Periti Warranting Boards.

Born at Gzira in 1949, I graduated in Civil Engineering in 1970. Having been engaged on the WHO/UNDP Master Plan for Water Supply, Drainage/Storm Water and Solid Waste Treatment for the Maltese Islands, I was awarded a Fellowship at Imperial College, London. I was awarded Masters in Civil Engineering from the University of London and the DIC from Imperial College in 1973. Following studies and graduation at the University of Malta as a B.A. (Arch) I was awarded the Warrant No 168 to practice as Perit in 1984.

My professional career was mainly on Civil Engineering projects – first at the Malta International Airport from 1974 to 1988 and then at the Malta Freeport up till today. Having been the responsible Perit for the major land reclamation project at the 30 hectares €250 million Terminal 2 at Freeport, I have been engaged on major marine-based projects by Terminal Operators internationally. At Freeport I also occupied the position of General Manager from 1997 to 2004 and Projects Director thereafter.

Infrastructural Works I was responsible for are located in India, Italy, Latvia, Albania and Ukraine amongst others. I have had an Engineering participation in most local marine-based projects in the last 25 years in various roles such as the Perit or the Engineering Representative or the Design Consultant of the project. Since 2014 I am a visiting lecturer at the University of Malta for Civil Engineering Structures (Marine) of the Masters post-graduate Periti (Civil Engineering) course.

Periti Arkitetti

Given that Perit Ann Marie Delicata was uncontested in the list of Periti Arkitetti, the Election Official has declared that she was to be considered elected to the Periti Warranting Board by default. Perit Delicata will occupy her post on the Periti Warrant Board of Cap. 622 for a period of 18 months and her post on the Periti Warranting Board of Cap. 390 for a period of 24 months from the date of publication in the Government Gazette.

Ann Marie Delicata graduated with first-class honours from the University of Malta in 2014. Obtaining her professional warrant shortly thereafter, Ann Marie has a diverse portfolio that spans residential developments, large-scale commercial and educational facilities, and various infrastructure projects. Her experience encompasses both architectural and structural disciplines.

She began her career as a Research Support Officer at the University of Malta before transitioning into quantity surveying and structural engineering roles. In 2017, she joined her father, Perit Andrew Ellul, and together they have contributed to numerous projects, including roads, marine structures, and other large-scale projects.

In addition to her architectural work, Ann Marie is a certified Energy Performance Certificate (EPC) assessor for residential properties in both Malta and the United Kingdom. She also specializes in energy performance certifications for large-scale commercial buildings, such as schools. Actively engaged in the energy sector, she regularly attends industry conferences to remain updated on advancements and best practices.
